The customer is left holding the bag in the event that the money does not come through. The customer is losing interest on their deposit, and the customer is still driving the clunker or worse, down a car in fear the clunker will stop running before being asked to drive it the last time, finally to the dealer. This is the current situation for most consumers of the C4C program.
